EXTRACT April 2016

Annual Parish Meeting

Prior to the Parish Council meeting the Annual Parish Meeting was held. Reports were given by the Chairman of the Parish Council, the Co-ordinator for the Community Car Scheme, the County Councillor and District Councillors. Reports had also been received from The Village Hall Committee, The Scouts, Speedwatch, Beetley Common Advisory Committee, the Parochial Church Council, the School and the Pre- School.

Parish Council Meeting

A meeting of Beetley Parish Council was held on Thursday 7 April 2016 at Beetley Village Hall. There were present six Parish Councillors one of whom, Councillor R Richmond, is also the District Councillor for Beetley Parish, County Councillor M Kiddle Morris and District Councillor R Duffield.

Planning. Applications. The Parish Council objected to the erection of dwelling and garage on garden plot adjacent to Highfield Farm Church Road East Bilney. This plot is outside the settlement boundary and felt it was inappropriate use of garden land. The members did not feel that this size of dwelling would be appropriate for local residents who wish to remain in the village and would not reduce the shortage of Breckland Council’s housing supply by any substantial amount. The Parish Council raised no objection to the extension to the front of the garage and conversion to residential use and associated alterations at 31 Elmham Road, nor to erect a lobby, pitched roof to garage and demolish conservatory and erect new extension at Beechbeck River Lane East Bilney, nor to the first floor extension, enlarge porch & rear single storey extension at 42 Beech Road. Decisions. Permission had been granted by Breckland Council for the application for the erection of a side single storey extension at 55 Elmham Road and to the extensions to either side of property and demolition of conservatory at 22 Ashley Road.

Bus Service. Konect had responded to the Parish Council with a service on one day only which the Parish Council is disappointed with. It was agreed to accept this service at present but it is requesting that a further service is offered on another day as the services to Dereham will only be on market days. The Parish Council will continue to press the bus operator for a better service but the operator has to ensure that the service is viable. The service offered by Konect will also go to Tesco on the Tuesday. The minibus offer from Norfolk County Council was also accepted for Old Beetley and this at present is to run on a Friday as a trial to ensure there are adequate passengers for the bus.

Norfolk County Council. The County Councillor informed the meeting that the summer maintenance programme for highways commences on 11 April. This year the budget for this is £9.7 million.

Beetley River Meadows. The contractor is to be requested to cut viewing areas again this year for the Pre-School Duck Race.
The Parish Council requests that all dogs are kept out of the play area to protect the children using it.

Meetings. The next meeting of Beetley Parish Council will be held on Thursday 12 May 2016 at 7.30 p.m. at the Village Hall, Beetley. Please note this is one week later than normal as there are elections on 5 May and the Village Hall is a polling station. Planning applications are available for viewing from 7.15 p.m. Minutes. The full minutes are available for viewing on the Beetley Parish website, beetleypc.norfolkparishes.gov.uk, or by contacting the Clerk on 01362 861112 or bryan.leigh@btinternet.com.
