Extract for May 2017


A meeting of Beetley Parish Council was held on Thursday 11 May 2017 at Beetley Village Hall. There were present five Parish Councillors one of whom, Councillor R Richmond, is also the District Councillor for Beetley Parish and County Councillor M Kiddle Morris.

Elections. Councillor Joanne Baldwin was elected Chairman of the Parish Council and Councillor Jacqui O’Donovan Vice-Chairman for the ensuing year.

Planning Applications. The Parish Council raised no objection to the detailed plans for the four dwellings and garages to the rear of The Paddocks. This site had received permission for four dwellings in 2016 as an outline plan and the members could see no reason to object to the detailed plans. No objection was also raised to remove the single storey extension to the rear construct new single storey extension to the rear and re-roof the garage at 19 Fakenham Road. A letter had been sent to Breckland Council regarding the development at 1 The Drift East Bilney. The Parish Council is to submit a further comment about this letter refuting some of the claims which are misleading. The members were pleased that a bat survey has been carried out at this property which was requested in the initial response.

Local Plan. The next stage of the consultation has been delayed and it is now expected in June or early July.

County Councillor Report. The County Councillor reported that Norfolk County Council following the elections on 4 May has a Conservative majority and the full Council will meet on 15 May to confirm the Leader and Deputy Leader plus the Chairman and Vice-Chairman of all Committees.

District Councillor Report. The District Councillor reported that the housing plans for Thetford are still in outline and so no new houses have been built which affects the housing allocations in other areas of Breckland. Breckland Council is still stating that it has a five year housing supply but several developers have disputed this but at present there has been no legal challenge.

Highways. The members were disappointed with the re-surfacing at the junction at Corner Nurseries and will be writing to a landowner requesting that he cuts back the vegetation around the road signs on the approach to East Bilney. Norfolk County Council had confirmed that the potholes on Fludges Lane from the church in East Bilney through to Brisley are to be repaired. The vandalism on the footbridge on Folly Lane had been promptly repaired by Norfolk County Council.

Beetley River Meadows Play Area. Clarification has had to be obtained for the fencing at the play area but this has now been resolved and it is hoped that this will be erected by the end of June.

Finance. The accounts for the year ending 31 March 2017 had been audited by the Internal Auditor and these were approved at the meeting. The accounts will be posted on the website and any parishioner has the right to inspect these accounts by contacting the Clerk. All the information regarding the accounts will be posted on the website.

Recycling. The payment from Breckland Council for the year from 1 April 2016 to 31 March 2017 was £1018.23. This compares with £1449.59 for the previous year. The income from the bottle bank at the New Inn was £583.32 which compares with £400.45 for the previous year. Unfortunately the income from the textile bank at the Village Hall was only £434.91 compared with £1049.104 the previous year. Breckland Council changed the contractor for the textiles and the new contractor will not take cushions, pillows or quilts which it is believed has reduced the tonnage considerably.
