Extract for April 2017

Prior to the Parish Council Meeting the Annual Parish Meeting of Beetley Parish was held. Reports were received from the Chairman of the Parish Council, the Community Car scheme, the County councillor and District Councillors, Speedwatch, Beetley Common Advisory Committee and the Parochial Church Council. A report had also been received from the Village hall Management Committee.

A meeting of Beetley Parish Council was held on Thursday 6 April 2017 at Beetley Village Hall. There were present seven Parish Councillors one of whom, Councillor R Richmond, is also the District Councillor for Beetley Parish, County Councillor M Kiddle Morris, District Councillor R Duffield and twelve members of the public.

Planning. Applications. The Parish Council raised no objection to the two storey side extension at St. Fillians, 40 Elmham Road. The members objected to the replacement dwelling at 1, The Drift East Bilney as it was felt that the size of this dwelling would overwhelm the plot, it was not agreed that there was a necessity to demolish the existing dwelling and the size of the new dwelling would cause increased flooding in the area. It was also agreed that a bat survey should be carried out prior to any development of the site. The Parish Council also objected to the new dwelling at Conway 49 Elmham Road as it was another garden development on Elmham Road where the dwelling would be squashed into the plot which would have a detrimental effect to the area. It was noted that there had already been one dwelling erected within the cartilage of 49 Elmham Road. Decisions. Breckland Council had refused permission for the residential development of eight houses on land adjacent to 78 Faken- ham Road. Appeals. The applicant had appealed against the refusal of Breckland Council for the erection of an agricultural workers dwelling at Beetley Nurseries, Elmham Road. The Parish Council had submitted its objections to the development to Planning Inspector. Local Plan. A parishioner had requested that the Parish Council withdraws its support for the land on Fakenham Road for development and to amend the settlement boundary on Fakenham Road to bring this parcel of lane into the settlement boundary. The Parish Council decided not to change its view that this is a natural infill site and would continue to support this parcel of land and would also reiterate its request to amend the settlement boundary,

County Councillor Report. The County Councillor reported that Norfolk County Council will be considering changing the current committee system at its meeting on10 April and if possible to revert to a cabinet arrangement. There will be elections on 4 May for the county council seats.

District Councillor Report. The District Councillor reported that the he had attended the full Council meeting that day and reported that there was considerable discussion regarding the housing allocation for Thetford as none had as yet been commenced despite outline planning permission having been granted.

Highways. The request for a new bus shelter at the Gressenhall/ Fakenham Road junction had not been successful under the Local Parish Partnership Scheme as it is not a new shelter but is classified as maintenance.

Beetley River Meadows Play Area. Quotations had been received for the replacement fencing and this is to be replaced as soon as possible.

Meetings. The next meeting of Beetley Parish Council will be held on Thursday 11 May at the Village Hall, Beetley at 7.30 p.m. Please note this is not the normal day for the Parish council meeting as elections will be held on 4 May and the Village Hall will be used as the Polling Station.
