A meeting of Beetley Parish Council was held on Thursday 5 October 2017 at Beetley Village Hall. There were present six Parish Councillors one of whom, Councillor R Richmond, is also the District Councillor for Beetley Parish, District Councillor R Duffield and no members of the public
Planning. Objection to the application for the erection of an oak fronted cart lodge at Domus Faba Bittering Street or to the single storey side extension at Woodwells 52 Elmham Road. The members also raised no objection to the application to amend the phased restoration arrangements and the retrospective siting and use of a site cabin (including lighting and cameras) /generator on land to the north of School Road, East Bilney Quarry. Decisions. Permission had been granted to convert existing outbuilding into habitable space inc small kitchen, bathroom and bedroom/living area, all alterations to be internal, exterior to remain the same at Swanhaven Fakenham Road East Bilney and a condition had been placed on the permission that the annex is not sold as a separate entity or is used as a holiday let. Permission had also been granted for the side and rear extension to form attached annexe at 1 High House Road, the variation at Beetley Nurseries to sell additional goods and the replacement dwelling at Woodland Farm Holt Road Hoe.
Future Planning Application. An application had been received by Breckland Council for the installation of 15 holiday lodges, 1 lodge to form reception, shop, toilet/ changing facilities, natural swimming pond, children’s play area, wildflower meadow and associated landscaping at Otters Mead Elmham Road Beetley. This application will be considered at the November meeting when all parishioners will have a chance to put forward their comments to the Parish Council.
Minerals and Waste. The call for sites for the new local plan by Norfolk County Council had been completed. Four sites had been submitted in Beetley, three of which had been submitted in the previous Minerals plan but were not allocated. The Parish Council will now await the first consultation when the assessments by Norfolk County Council will be published. This is likely to be at the end of 2017 or the beginning of 2018.
District Councillor Report. District Councillor Duffield reported that the Local Plan consultation has finished. District Councillor Richmond reported that at a meeting of the Overview and scrutiny Committee of Breckland Council senior officers from Capita had been questioned thoroughly regarding the Local Plan and the five year housing supply. It was reported that no houses had yet been built in the Thetford area which is placing pressure on other towns and villages for houses to be built in them.
Highways. The Parish Council was disappointed that several footpaths where maintenance is required have not been attended to and these will be reported again. The Clerk is trying to arrange a meeting with the Highways Engineer to discuss the problems with highways in the village.
